Scruffy belongs to Stranger that appears in Episode 2. Stranger just can't take care of him anymore, so he offers you the dog for

If you buy Scruffy, he will be by your side in the game. He increases your maximum energy by 3, and your maximum health by 5 points. He can also fetch extra ammo and medical supplies for you, if you ask him to. He returns very shortly after asking him to fetch, but you cannot ask him all the time.
